On April 8, information from Nghe An Provincial People's Committee said that the province has just announced a draft Decision regulating extra teaching and learning in the area to collect public opinions.
Accordingly, the draft stipulates 5 principles in organizing extra teaching and learning. In particular, the time, time, location and form of organization must be suitable for the psychology of the age, ensuring the health of students; comply with the provisions of the law on working hours and overtime.
The draft clearly states that extra teaching and learning will not be organized on holidays as prescribed by the State, as well as during the time frames: before 07:00, from 11:30 to 13:30, from 17:00 to 19:00 and after 22:00 all days of the week.
extra teaching and learning in schools are not collected from students and are only for those who need to register for extra classes in each subject.
Organizations and individuals organizing extra-curricular activities outside of school that collect money must register their business in accordance with the provisions of law and disclose relevant information.
Additional classes do not exceed 45 students. extra-curricular teachers must have good moral qualities and professional capacity suitable for the subject.
The budget for organizing extra teaching and learning in schools is used from the annual state budget and other legal sources according to regulations. The payment level for extra teaching (exceeding standard hours) is specified in the internal spending regulations of each unit.
For extra teaching and learning activities outside of school, the fee is agreed upon by the parties. The collection, management and use of tuition fees must comply with legal regulations on finance, budget, assets, accounting, taxes and related regulations.
The Department of Education and Training is responsible for advising the Provincial People's Committee in managing and directing the implementation of regulations on extra teaching and learning.
The draft also requires the disclosure of information on citizen reception places, phone numbers and email addresses of the reception department to receive feedback from people about negative behaviors in extra teaching and learning.
The People's Committee at the commune level is responsible for managing extra teaching and learning activities in the area. Principals of schools are responsible for organizing extra teaching and learning in schools and managing teachers of the school when participating in extra teaching outside of school.
Additional teaching institutions must be licensed to operate in accordance with legal regulations, and are responsible for reporting to the People's Committee of the commune where the facility is located when starting operations, temporarily suspending or terminating operations for updates.
Notably, the draft states the content of "not organizing extra teaching and learning on holidays, before 07:00, from 11:30 to 13:30, from 17:00 to 19:00 and after 22:00 all days of the week" - this content is not included in Circular 29/2024 of the Ministry of Education and Training.
Discussing this issue, a representative of the Nghe An Department of Education and Training said that in the process of asking for public opinions, the Department will receive and synthesize comments for research and adjustment to ensure that the decision when issued is complete, appropriate and accurate.
