Information from the Customs Department, in the first quarter of 2025, the situation of smuggling, trade fraud, fake goods, illegal transportation of goods was very complicated. Especially on the occasion of the Lunar New Year, the demand for consumer goods, food and drinks increases. During this time, the subjects increased the frequency of operating to earn illicit profits, causing price instability, the quality of goods was not guaranteed, affecting consumer health.
The subjects used many methods and tricks such as: incorrect declaration of goods names, calculation units, and quality of goods for items on the import risk management list of the Customs authority for the purpose of applying low prices, reducing the amount of taxes payable; declaration of goods without full elements, directly affecting the value of goods such as: brand, size, type, quality, function... leading to determining suspicious signs and determining inaccurate taxable values.
For exported goods, when the enterprise receives traffic flow information (exempt from actual inspection of goods), the subject puts in containers of goods that are not in accordance with declarations for export; takes advantage of preferential policies in processing and export production (exporting processing products, exporting processing products not in accordance with registered raw material models; importing raw materials for processing, exporting production but not exporting products...).
In addition, the subjects also used other fraud methods such as: origin fraud, counterfeit goods, intellectual property violations; taking advantage of regulations on simplifying procedures for establishing businesses to forge documents, establish "ghost businesses", hire directors, hire customs procedures to export, import banned goods, high-value goods, etc.
Facing the above situation, the Customs forces coordinated with the functional forces simultaneously implementing the peak plan against smuggling, trade frauds and fake goods before, during and after the Lunar New Year in 2025. (ii) Preventing illegal trade and transportation of pigs, products of flesh and bone flour, animal protein across the border into Vietnam ...
