Còn tình trạng một số dự án đầu tư chậm đưa đất vào sử dụng; việc lấn chiếm, chuyển mục đích sử dụng đất của hộ gia đình, cá nhân không theo quy hoạch tại một số huyện chưa được phát hiện và xử lý kịp thời; việc quản lý đất đai theo quy hoạch, kế hoạch sử dụng đất tại một số huyện chưa được coi trọng, chưa đáp ứng được yêu cầu của công tác quản lý nhà nước về đất đai.
