ADB warns of many projects in Quang Tri at risk of being behind schedule

On April 4, the leader of the People's Committee of Quang Tri province confirmed that in mid-March 2025, the National Director of the Asian Development Bank in Vietnam (ADB) sent a document to the Provincial People's Committee, expressing his opinion on the progress of the Basic Infrastructure Project for comprehensive development of Nghe An, Ha Tinh, Quang Binh and Quang Tri provinces - Quang Tri sub-project (BIIG2).

According to the letter, ADB is concerned that, among the ADB loan sub -projects, there are 5 high -risk sub -projects that cannot be completed before the end of the loan agreement on September 30, 2025. Specifically: Hung Vuong Street connects the East -West Economic Corridor and the Southeastern Economic Zone of Quang Tri; Roads connecting Cua Viet port with the eastern communes of Trieu Phong - Hai Lang district; Upgrade and renovate the provincial road DT.579 connected to Cam Lo - La Son highway; Upgrade and renovate the inter -communal roads Huong Tan - Huong Linh (Huong Hoa district); Renovating sidewalks of Hung Vuong Street, Dong Ha City.

ADB also affirmed that it will not accept payment of any additional expenses after the loan maturity date.

The People's Committee of Quang Tri province said that the remaining time to complete ADB loan sub-projects is only about 6 months, while the unimplemented volume is still very large.

Currently, the volume of construction contracts for 4 sub-projects using capital (Gio Linh - Cam Lo Inter-district Traffic Road; Cua Tung - Cua Viet tourism service infrastructure; Khe Van Road (Huong Hiep Commune, Dakrong District) to Huong Linh Commune (Huong Hoa District); Thuan - Trach - Trung - Tai, Ba - Que - Vinh - Duong - Thanh flood control systems (in Trieu Phong and Hai Lang districts) reached about 70% of the contract value.

For the 5 sub-projects that ADB is concerned about being behind schedule, it is still in the process of organizing the selection of contractors.

Without the determination, focus on direction and support and support from relevant agencies and units, there is a very high risk that the project cannot be completed on schedule by September 30, 2025 - Mr. Le Duc Tien, Vice Chairman of the People's Committee of Quang Tri province, emphasized.

Faced with that reality, the People's Committee of Quang Tri province has requested localities and related units to urgently remove bottlenecks, complete site clearance, arrange budget capital, appraise construction drawing designs and implement investment in accordance with the set plan. At the same time, the Provincial People's Committee assigned the Provincial Construction Investment Project Management Board to be fully responsible for the management and implementation of the BIIG2 project.
