In July 2023, the project of the anti-landslide embankment system in My Thuy village (Hai An commune, Hai Lang district, Quang Tri province) started construction.
This project is 380m long, invested by Hai An Commune People's Committee with an amount of more than 3.3 billion VND from the capital of the National Target Program on New Rural Development and Coefficients of the locality. By the end of September 2023, the project was completed and handed over to the locality for use.
Mr. Phan Thanh Hoi (67 years old, residing in My Thuy village) said that his house is next to the canal with the above-mentioned anti-landslide embankment system. When the embankment has not been invested in, the two banks of the canal are planted with wild pineapple trees and the soil is kept quite stable, and landslides are not serious.
When investing in building embankments, Mr. Hoi and the people around the area were happy because in the future they did not have to worry about the production land and shrimp ponds near the canal being affected by increasingly complex climate change.

However, the joy did not last long, after only a few rains, the barges, concrete culverts, and the embankment to prevent erosion were all skewed, subsided, and washed away.
The embankment was severely damaged after the flood in 2024. If it is not repaired, people will grow wild pineapple like before" - Mr. Hoi said.
Currently, many embankments have subsided from 30 - 70cm, embankments slipped down to the canal. Sewage system on the foot of the embankment is skewed, many tubes are removed and lying in the bottom of the canal.
Is the embankment broken due to poor quality construction?
According to the leader of Hai An Commune People's Committee, in the 2024 flood season, water from upstream flows strongly, the canal bed is narrow, so the strong flow causes whirlwinds, erosion of the bottom floor, causing landslides in all items such as embankment roof, culverts, barges, etc.
After the embankment collapsed, the local authorities conducted a survey of the scene, measured the volume of landslides and reported to superiors to find solutions to ensure safety during the rainy and stormy season.

"Currently, the embankment to prevent landslides in My Thuy village is very seriously damaged, and can hardly be repaired or fixed. The commune's budget is limited, so it is impossible to rebuild" - Mr. Nguyen Huu Tho - Chairman of Hai An Commune People's Committee said.
According to Mr. Le Duc Thinh - Chairman of Hai Lang District People's Committee, he has asked the investor to review the construction process and implementation to clarify the cause.
"I have requested clarification of the cause of the damage due to the process, construction process, or due to unpredictable weather impacts. From there, there will be reasonable solutions to direct timely handling, avoiding prolonged damage to the works that affects production and people's lives" - Mr. Le Duc Thinh said.
