Establishment of a Working Group to resolve problems
The 500kV Lao Cai - Vinh Yen Power Line project has a total investment of over VND 7,410 billion with a length of 229.5km (468 locations of power pole foundations) passing through 4 provinces including: Lao Cai, Yen Bai, Phu Tho and Vinh Phuc.
Determining the importance of the Lao Cai - Vinh Yen 500kV transmission line project in ensuring national energy security, the People's Committee of Vinh Phuc province has established a Working Group to monitor, urge, and advise on resolving related problems and difficulties.
According to the report of the Department of Industry and Trade, in 5 districts where the 500kV Lao Cai ‐ Vinh Yen transmission line project passes through, there are a total of 101 electric pole foundation locations, the total area of pole foundation that needs to be permanently reclaimed is about 12.74 hectares; there are 54 households that need to be resettled; more than 97,000m2 of forest land that must be converted to another purpose.
Mr. Nguyen Van Hoang, Ngoc My commune, Lap Thach district - a household with a dragon fruit garden affected by the project - said that his family fully supports the construction of the 500kV Lao Cai - Vinh Yen line and is ready to hand over the site. However, he hopes that the authorities will consider raising the support level for dragon fruit trees to minimize economic damage, especially as the harvest season is approaching.
In Phu Tho province, the 500kV Lao Cai - Vinh Yen transmission line project passes through 3 districts: Doan Hung, Thanh Ba and Phu Ninh with a total length of 41.16km; including 95 pole foundation locations, requiring permanent land acquisition of over 10ha. Through a preliminary review, the whole province has 99 households affected by the safety corridor of the route, expected to have to be resettled.
Mr. Vu Tien Chung, Director of the Doan Hung District Land Fund Development Center, said: Up to now, the district has completed the handover of 48/48 pole foundation locations; completed the inventory of land, assets, trees, crops and issued a notice of land recovery and compensation plan estimates for households.

In Yen Bai province, up to now, 162/173 pole foundation locations have been handed over to the contractor for construction, reaching 93.6%. The handover of the route corridor is still being implemented, completing the measurement, drawing and placing boundary markers for 10/23 communes, the remaining communes are waiting for approval of documents.
To ensure the project's progress, Mr. Ngo Hanh Phuc - Vice Chairman of Yen Bai Provincial People's Committee requested investors to speed up the measurement, verification and completion of legal documents for households that have not yet agreed on compensation plans.
On the side of Lao Cai province, the leader of the Department of Natural Resources and Environment said that up to now, the editor of the records and chart of the cadastral continental deduction for land acquisition is 100/100 column position, reaching 100% of the project volume. The statistics have been completed 33/33 columns of 80 households in Bao Thang district and 67/67 columns of 118 households in Bao Yen district.
For the land area between pillars, the land area within the service road when constructing the project, the province will apply an appropriate mechanism to prevent people from being disadvantaged.
To ensure progress, the Chairman of Lao Cai Provincial People's Committee requested that the staff directly involved in site clearance work need to "rol up to work, day and night, measurement day and night; and compensation price application work to ensure publicity, transparency, and compliance with policies.
On the side of the local government, the armed forces and the youth union also took action to support people with practical actions such as moving assets, houses, trees, crops when clearing the site, supporting construction units...
To ensure the completion of the project before August 31 according to the direction of the Prime Minister, the Minister of Industry and Trade requested EVN to closely coordinate with localities, urgently complete and provide relevant documents and procedures, and agree on a compensation plan. Contractors and construction units need to increase human resources, materials, equipment, and be ready to carry out construction as soon as the site is available and conditions are met.
