On April 3, 2025, the Government Office issued Notice No. 153/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on comprehensive and urgent solutions to handle air pollution in major cities (Noustice 153).
According to Notice 153, the Deputy Prime Minister requested the People's Committees of Hanoi and Ho Chi Minh City to urgently deploy tasks and solutions to overcome the pollution situation to achieve the target of the air pollution index (AQI) at a safe threshold for human health in the next 5 years.
In particular, these two cities must implement a green transformation roadmap in public transport, organize reasonable measures to regulate means of transport, recall and eliminate outdated, old, and dilapidated motor vehicles (including motorbikes) that do not meet circulation standards, causing environmental pollution; study solutions for low-emission areas in the locality, and implement when conditions are met.
The Deputy Prime Minister requested the Ministry of Agriculture and Environment to coordinate with the Ministry of Construction, the Ministry of Industry and Trade and the ministries, branches and localities to urgently issue national technical regulations on emissions of vehicles and motorbikes circulating in April 2025. The Ministry of Industry and Trade and the Ministry of Finance issued mechanisms on preferential changes, fuel conversion, vehicle conversion, transformation of processing technologies, developing green infrastructure in urban areas.
Regarding this issue, Speaking at the discussion session within the framework of the event "Green Transformation - Joining Hands for a Sustainable Vietnam" organized by Lao Dong Newspaper, Mr. Nguyen Huu Tien - Deputy Director of the Department of Science, Technology, Environment and Construction Materials (Ministry of Construction) said that regarding the general policy, the authorities have created favorable conditions for electric vehicles to replace fossil fuel vehicles that are basically complete.
Electric cars and motorbikes have enough legal documents to use them, and can completely replace cars and motorbikes using gasoline.
In the coming time, when motorbike emissions are assessed, the large number of vehicles emitting emissions may be eliminated. The authorities will also study policies for appropriate conversion.
