The Ministry of Health is seeking opinions on the draft Decree of the Government regulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities, anti-epidemic allowances; support regimes for health workers in villages, residential groups, and midwives in villages and hamlets.
The proposed surgical allowance is as follows:

Thus, according to the new proposal, the highest increase (special type) for main surgeons, anesthesiologists or anesthesiologists is 510,000 VND (more than 2.8 times the current level; Type 1 for this subject increases by 230,000 VND compared to the current level; Type 2 for this subject increases by 120,000 VND; Type 3, for this subject increases by 90,000 VND compared to the current level.
The proposed on-duty allowance level is as follows:
With the on-duty allowance, the new draft Decree adds the subjects of application as civil servants and people working under labor contracts working at out-of-hospital emergency facilities, public forensic examination and assessment organizations for forensic medicine under the health sector and the National Coordinating Center for Human Body Transplantation.

According to the draft, the on-duty allowance of a Grade I Hospital, a special grade; the Central Institute of Forensic psychiatry; the Central Institute of Forensic psychiatry of Bien Hoa increased by 210,000 VND compared to the current level;
Grade II Hospital; National Institute of Forensic Medicine; Regional Forensic and Psychiatric Center; National Coordination Center for Human Body parts Transplantation (for coordination in removing, transplanting, transporting, and preserving human tissues and body parts) increased by 165,000 VND compared to the current level;
The remaining hospitals and other equivalent facilities; Provincial Forensic Medical Center; National Coordination Center for Human Body parts Transplantation (for on-duty consultation and tissue donation, human body partition) increased by 120,000 VND compared to the current level;
Commune health stations and military-civilian health stations increased by VND45,000 compared to current regulations; Meal allowance increased by VND25,000 compared to current regulations.
The draft decree clearly stated that funding for the implementation of the on -site allowance, surgical allowance and procedures at the medical examination and treatment facility are taken from the state budget assigned to the unit according to the current state budget decentralization, the non -business revenue of the unit is left in accordance with the regulations, and other legal revenues of the unit (if any).
The draft also proposes to increase allowances for people participating in fighting the epidemic. Specifically, participants in the fight against infectious diseases in group A will receive 425,000 VND/day/person, an increase of nearly 3 times compared to the current level (according to current regulations, 150,000 VND/day/person); Infectious diseases in group B will receive 280,000 VND/day/person, an increase of 2.8 times compared to the current level (currently 100,000 VND/day/person); Infectious diseases in group C will receive 210,000 VND/day/person, an increase of nearly 3 times compared to the current level (currently 75,000 VND/day/person).
The budget for implementing the anti-epidemic allowance regime is guaranteed by the state budget according to the current budget management decentralization.
For health workers in villages, residential groups and midwives in villages, the Ministry of Health proposes a monthly support level of 0.7 and 0.5 compared to the basic salary. Specifically, the level of 0.7 applies to health workers in villages, residential groups and midwives in villages and hamlets working in villages with 350 or more households; villages and hamlets in communes in disadvantaged areas; residential groups and neighborhoods with 500 or more households.
Level 0.5 applies to medical staff of the village, residential group and midwife of the village, residential group working in the remaining village, hamlet, or residential group.
The monthly support payment fund for health workers in villages, hamlets and residential groups is guaranteed by the local budget according to the provisions of the State Budget Law and current guiding documents.
Regarding the issue of allowances for health workers, there have been many opinions from voters sent to the Ministry of Health on this content. In response to voters, Minister of Health Dao Hong Lan informed that the Ministry of Health is urgently drafting a Decree regulating a number of allowance regimes for health workers, expected to be submitted to the Government in June 2025.
