Standing in front of a plot of rice fields that his family used to cultivate and is now abandoned, Mr. N.M.T (68 years old), Nhan Hoa ward, Que Vo town, Bac Ninh province could not help but feel sad.
In 2008, when the locality announced the implementation of the Nhan Hoa - Phuong Lieu industrial park project, his family as well as many households in the area agreed to transfer the rice fields to the investor.

At that time, the project will be promoted when completed to become an industrial park with advantages in location, convenient in connecting transportation infrastructure, electricity, water and telecommunications.
When transferring land to the investor, people also expect that the project will be completed soon, contributing to promoting the socio-economic development of the locality.
However, after more than 10 years of implementation, this project is still abandoned, with corrugated iron outside the project and no construction activities inside.
"Seeing dozens of hectares of land abandoned like that is a waste," said Mr. T.
According to records, many abandoned areas in the project are now being used as places for raising chickens, dropping ducks, and raising buffaloes.
According to the reporter's investigation, the Nhan Hoa - Phuong Lieu small and medium-sized industrial park has been granted an investment certificate by the People's Committee of Bac Ninh province with an area of 78.68 hectares.
From the reality of developing local industrial parks, the People's Committee of Bac Ninh province has developed a Project to convert Nhan Hoa - Phuong Lieu medium and small industrial parks into An Viet - Que Vo 6 industrial parks and was approved by the Prime Minister in 2015. However, since then, the project's progress has not progressed much.
The Nhan Hoa - Phuong Lieu - Que Vo vua and nho industrial park project is one of 6 projects that have just been named by the People's Committee of Bac Ninh province as being behind schedule, with prolonged backlog, low efficiency, causing great loss and waste.

The Chairman of the People's Committee of Bac Ninh province has assigned the Management Board of Industrial Parks to provide a report on the investment project to build and operate Nhan Hoa - Phuong Lieu medium and small industrial park infrastructure.
Assign the Tax Department of Area V to provide information on the implementation of financial obligations to the State of the project.
The Department of Finance is assigned to assume the prime responsibility for, and coordinate with relevant units to review and report works and projects behind schedule, prolonged backlog, low efficiency, causing losses, great waste and public investment projects; Summarize and report to the Provincial People's Committee, Chairman of the Provincial People's Committee.
Bac Ninh currently has 14 industrial parks, with an occupancy rate of nearly 60%, so there is still room for land to attract investment. In 2024 and the first quarter of 2025, Bac Ninh will lead the country in attracting foreign direct investment (FDI).
