Sky News reported that the small plane made a 15-minute scheduled flight from Pokhara tourist town to the mountainous town of Jomsom in Nepal and lost contact with air control shortly after takeoff.
Local police said there was no information about the Twin Otter, a plane owned by Tara Air, and were searching for it.
Flight 9N-AET was reported missing at 9:55 a.m. local time, according to a Tara Air official.
The Kathmandu Post quoted an air traffic controller at Jomsom Airport as saying that it had received a report of a loud noise in Ghasa of Jomsom.
The newspaper added that a helicopter had been dispatched to the areas where the final contact was made, in Lete Pass.
The plane was carrying 13 Nepalese people, 4 indians, 2 Germans and 3 crew members.
The area has been raining for several days, however, flights are still operating normally.
The planes flight route requires it to fly between mountains before landing in a valley.
This is a popular mountain trekking route for foreigners, as well as Indian and Nepalese pilgrims visiting the Muktinath temple.
