Proposal to issue electronic social insurance books with the same value as paper books

The Ministry of Home Affairs proposes to stipulate that the social insurance book (SI) issued in electronic form must be issued no later than January 1, 2026 and have the same legal value as the SI book issued in paper form.
Shorten the time to issue social insurance books to first-time participants from 1.7.2025

From July 1, 2025, the Social Insurance Law 2024 shortens the time for issuing social insurance books to initial compulsory social insurance participants to 05 working days.
