A series of videos posted in Taiwan News and Chinese social networks shows people in Xi'an City, Xi'an Province, taking action against the backdrop in late July. Xi'an was one of the four capitals in Chinese history, the capital of 13 dynasties, including the Chu Dynasty, the Qin Dynasty, the Han Dynasty and the Tang Dynasty.
At 3:00 p.m. on July 30, the Tay An City Meteorological Forecast Center warned of rain from 10 to 30 millimeters in the next 6 hours in some districts of Tay An, as well as neighboring districts - HSW.cn reported. The center also warns of strong winds from level 6 to 7 on the 18-level Beaufort wind scale.
Within just one hour, most of Tay An was suddenly hit by heavy rain in many areas and strong winds. At 4:00 p.m., the Weather Forecast Center issued an orange warning of up to 50 mm of rain in the next 3 hours in Tay An.
At 6:09 p.m. the same day, the Western Border Meteorological Agency issued an orange rain warning, with rainfall of 20 to 40 mm and strong gusts of 7 to 8 on the Beaufort scale in the next 2 hours.
A series of posted videos shows many roads in Tay An turning into rivers with water levels reaching up to the waist. Some people even have to use air pumps and kayak boats to get around.
Tay An is located on the Vi River, the largest bypass of the Hoang Ha River - the second longest river in Asia after the Yangtze River - and has experienced widespread flooding, suggesting that many communities downstream will certainly be affected.
