El numero de miembros del Consejo de Admision es decidido por el Presidente del Comite Popular de la Comuna.
La clausula 2, Articulo 5, Decreto 33/2023/ND-CP estipula: Pervidores civiles de nivel comune especificados en la Clausula 1, el articulo 2 de este decreto tiene los siguientes titulos:
a) comandante del comando militar;
b) Oficina - Estadisticas;
c) Catatral - Construccion - Urbana y Ambiental (para Wards, Townships) o Catatral - Agricultura - Construccion y Medio Ambiente (para Comune);
d) Finanzas - Contabilidad;
d) Justicia - Estado civil;
E) Cultura - Sociedad.
Por lo tanto, el Presidente de la Asociacion de Veteranos de la Comuna no participa en la admision de miembros del Grupo de Proteccion de Seguridad y Orden a nivel de base.
