On April 4, information from the Rescue Team of the Ministry of Public Security of Vietnam said that today, it is expected that 5 international rescue teams will arrive at the scene of Jade City Hotel, in Poke Ba Thiri town, Naypyidaw capital, Myanmar to carry out rescue missions.
At the meeting of 16 international rescue teams in Myanmar last night (September 3), Colonel Nguyen Minh Khuong - Head of the Rescue Team of the Ministry of Public Security of Vietnam, outlined methods and tactics to carry out rescue tasks and was approved and highly appreciated by other international working groups.
The scene of the Jade City hotel is currently very difficult to approach and it is estimated that there are "at least 3 victims stranded here".
Late yesterday evening (April 3, local time), the rescue team of the Ministry of Public Security of Vietnam took nearly 2 days to get an 81-year-old victim out, due to complex technical factors and safety assurance.
Also according to information from the group members, during the days of participating in the rescue, the hydraulic clutch - a tool called "war spirit" by the group members - was used very effectively.
In the case of on-site high-rise building accidents that are partially collapsed due to earthquakes, the risk of secondary collapse is very likely to occur if the plan and combat techniques are not suitable. Because the high-rise buildings did not collapse completely, most of them collapsed on the side, almost all of them waited in wait to continue to collapse.
If using equipment that creates many vibrations such as drilling, concrete sawing, concrete accumulation... the vibration is relatively large. If a secondary collapse occurs, unexpected things will happen, for the light, the collapsed structure will make rescue work more difficult; worse is that rescue soldiers may be in danger, and worse is that even survivors will be crushed, causing death.
"The hydraulic pliers are the gods in that, when operating, the pliers can break the large patches and concrete blocks but almost do not cause any vibration. The fast and sweet movements make the concrete crumbling plates create favorable conditions for soldiers to approach the scene, rescue the victim. And minimize the risk of secondary collapse due to vibration," the Vietnamese police rescue member said.
In this work, the working group of the Ministry of Public Security coordinated with many delegations from other countries, however, very few delegations used this watch. Therefore, many international rescue teams of the host country have coordinated to implement the tactical direction of the Ministry of Public Security Rescue Team with appropriate techniques and means. As a result, many victims were brought out even though the situation of being stuck was very difficult and dangerous.
