Voter Thai Nguyen expressed that in Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister approving the Road Network Planning for the period 2021-2030, with a vision to 2050, National Highway 3C has a plan for a level IV-III road, with a scale of 2-4 lanes.
However, this national highway is currently degraded, the road surface is narrow, the traffic volume is increasing, posing many potential risks to traffic safety, and at the same time not meeting the needs of socio-economic development.
Voters continue to request the Ministry of Construction to include the project to renovate and upgrade National Highway 3C (km0 - Km14, from Km31 National Highway 3 to Quan Vuong intersection, Trung Hoi commune, Dinh Hoa district) in the medium-term public investment plan for the period 2026 - 2030 and implement the upgrading and renovation of the above National Highway in 2026.
Regarding the content of the above voters' petition, the Ministry of Construction said: According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, in Thai Nguyen province, there are 6 national highways, with a total length of 276.54 km. Of which, National Highway 3C is 35 km long, planned as a level IV - III road, with a scale of 2 - 4 lanes.
The Ministry of Construction agreed with the opinions of voters and the National Assembly Delegation of Thai Nguyen province on the necessity of investing in upgrading the section of National Highway 3C to create favorable and safe travel conditions for people, promote socio-economic development, and promote the special value of the special national historical relic ATK - Dinh Hoa.
"In the period of 2021-2025, due to resource constraints, it is not possible to allocate capital to invest in National Highway 3C as proposed by voters," the Ministry of Construction expressed.
According to the provisions of the Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, the above national highways will be transferred to local management, investment in construction and exploitation, so it is recommended that the People's Committee of Thai Nguyen province prioritize capital allocation to implement investment in National Highway 3C.
The Ministry of Construction will coordinate with the People's Committee of Thai Nguyen province to report to competent authorities for consideration, investment in renovating and upgrading the route in the medium-term public investment plan for the period 2026 - 2030.
In the condition that the investment in the above section has not been implemented immediately, the Ministry of Construction has allocated nearly 70 billion VND in the 2025 national highway system maintenance plan for National Highway 3C to carry out maintenance and repair to ensure traffic safety on the route.
