With the drastic action of the Traffic Police (CSGT) of Hanoi City Police to handle homemade three-wheeled vehicles, many vehicle owners have switched to covert operations. The Traffic Police Department has directed local traffic police teams to strengthen the work of grasping the situation, proactively deploying mobile patrol and control forces, promptly detecting and strictly handling violations, and not allowing homemade vehicles to circulate on the road.
According to statistics, on April 3 and 4, 2025, Road Traffic Police Team No. 14 discovered and handled six cases of illegally manufactured three-wheeled vehicles in Hoang Mai and Thanh Tri districts. While on many main roads, no vehicles were recorded violating, on inter-commune roads, the working group discovered many homemade three-wheeled vehicles operating in secret.
Typically, at around 1:50 p.m. on April 3, on the inter-commune road of Dai Ang (Thanh Tri district), the traffic police discovered a man driving a homemade three-wheeled vehicle carrying construction materials in circulation. This person was identified as D.V.T (born in 1984, residing in Thanh Tri). Working with the authorities, Mr. T admitted that he knew that homemade three-wheeled vehicles were banned from circulating, so they only operated on small roads, at noon to avoid being inspected. The working group has drawn up a record and temporarily detained the vehicle for handling according to regulations.
At the same time, on Tran Hoa Street (Dai Kim Ward, Hoang Mai District), another working group discovered Mr. T.V.K (born in 1978, residing in Ly Nhan District, Ha Nam Province) driving a homemade three-wheeled vehicle to transport goods. Working with the traffic police, this person said that he was in the furniture business, transporting by motorbike was inconvenient, while renting a car was expensive, so he bought a three-wheeled vehicle to use.
According to Lieutenant Colonel Tran Tu Anh - Deputy Captain of Road Traffic Police Team No. 14, in addition to handling violations, the unit also focuses on propagating and mobilizing vehicle owners and business households not to use homemade three-wheeled vehicles to transport goods; encourages voluntary handover and destruction of vehicles that do not ensure traffic safety. This is considered a fundamental solution to thoroughly handle the situation of homemade vehicles.
From March 15 to now, Road Traffic Police Team No. 14 has detected and handled 13 cases of homemade three-wheeled vehicles, completed the proposal to confiscate vehicles, and mobilized the destruction of two violating vehicles.
