On the morning of April 12, speaking with a reporter from Lao Dong Newspaper, Mr. Nguyen Minh Duc - Director of the Department of Health of Ha Tinh province said that the department had received information about a woman buying medicine and dying at a drug stall in Ky Thinh ward, Ky Anh town on April 11.
According to Mr. Duc, after the incident, through inspection, it was determined that this drug stall was not licensed.
Regarding the responsibility of the drugstore that has not been licensed to operate and then the incident of a death, the Director of the Ha Tinh Department of Health informed that the licensing authority belongs to the Department of Health.
However, in case the facility has not submitted a license application but is still operating, the department will not be able to know. In this case, it is still the responsibility of the local management authorities in the area for not detecting it in time to handle and suspend operations.
The cause of the victim's death is being investigated by the authorities.
However, according to the Director of the Department of Health, in terms of expertise, it can be determined that after taking the medicine, the victim suffered an anaphylactic shock leading to death.
Mr. Le Van Binh - Chairman of the People's Committee of Ky Thinh Ward - said that after the incident, the forensic agency examined the victim's body to investigate and clarify.
According to Mr. Binh, the new drug sales facility has been put into operation. Initially, Mr. Binh said that this facility had been licensed. However, the reporter cited information from the Department of Health, saying that before granting a license, Mr. Binh said that this is clearer than having information in the health sector.
As Lao Dong reported, at around 7:30 a.m. on April 11, Ms. L.T.X (residing in Ky Thinh Ward) went to the drugstore of Ms. Le Thi D (Nam Phong Residential Group, Ky Thinh Ward) to buy medicine to treat symptoms: cough, phlegm, runny nose, cold.
After Ms. Le Thi D sold the medicine, Ms. X took the medicine at the counter. Suddenly, about 15 minutes later, Mrs. X had symptoms of itching, redness and died there at 7:45.
After receiving the report, the police and the authorities of Ky Thinh ward went to make a record of the incident, and at the same time contacted the superiors to investigate and clarify the cause for handling according to regulations.
