On April 7, information from the People's Committee of Binh Dinh province said that the province had sent a document to the Ministry of Construction on a proposal to supplement the detailed planning of the land and seaport waters for Phu My Port Area, under Binh Dinh seaport.
According to the Prime Minister's Decision No. 140/QD -TTg dated January 16 The plan is to serve the economic and industrial zone (energy, metallurgy), meeting the socio -economic development requirements of the province and the region.
However, the detailed planning for the development of land and seaport waters in this area has not yet been approved by competent authorities. To facilitate investors in researching investment in construction and development of seaport infrastructure, the People's Committee of Binh Dinh province proposed that the Ministry of Construction consider updating and approving the detailed planning of the land and water areas of seaports for Phu My port.
Previously, at the 2025 Binh Dinh Provincial Investment Promotion Conference held on March 28, Dr. Tran Du Lich, Member of the National Financial - Monetary Policy Advisory Council, proposed developing Phu My industrial park and port not only in the direction of conventional industry but also in the direction of linking with the global value chain, through the construction of a free trade zone.
According to Dr. Tran Du Lich, the free trade zone will create advantages for the port and promote the ability to participate in the global value chain. He cited that China currently has 22 free trade zones, accounting for 0.4% of the area but contributing up to 18% of export turnover, while Vietnam has no zones. "This will be a breakthrough for this area," he stressed.

At the conference, Deputy Prime Minister Nguyen Chi Dung supported Dr. Tran Du Lich's proposal. He said that our country does not have a free trade zone, which is only in the research and formation stage in 3 localities: Hai Phong, Da Nang and Ba Ria - Vung Tau
"If Binh Dinh is identified as an economic center, a growth pole, a leading province in the Central region, with the advantage of seaports, it is completely possible to build a free trade zone to create new development momentum, attract industry and trade. I strongly support this idea," Deputy Prime Minister Nguyen Chi Dung emphasized.
At the press conference for the socio -economic situation in the first quarter and tasks in the second quarter of 2025 (afternoon 4.4), Mr. Nguyen Thanh Hai - Director of the Department of Finance of Binh Dinh Province - said that the idea of building a free commercial area in Phu My Port area is quite unique, but to do in -depth research and specific proposal. In the coming time, the Department will advise and propose to the provincial People's Committee, and there are still no specific proposals.
Also at the press conference, Vice Chairman of Binh Dinh Provincial People's Committee Lam Hai Giang said that a free trade zone is a new idea, but it cannot be done. "We have assigned Dr. Tran Du Lich's idea to the Department of Finance and other sectors to study and see if it can be done, when and where to do it in the development planning of Binh Dinh in the coming period.
In particular, when Binh Dinh develops an industrial park, Phu My seaport and has an international airport, the province will converge many conditions to implement this model. Therefore, it is necessary to start researching from now on," said Mr. Giang.
