No social housing projects have been allocated land
Currently, in Ninh Binh province, there are 3 social housing projects being implemented and 2 projects have been detailed planned. However, up to now, no project has been allocated land.
Of the 3 projects being implemented, there is 1 independent social housing project for low-income people, which is the Social Housing Construction Project for low-income people in Ninh Phong ward (Hoa Lu city). The project is invested by Truong Thang Construction and Trading Investment Company Limited. Since 2016, the company has paid over 2.88 billion VND to implement the compensation and support plan for site clearance.
All 17 individuals and households whose land was recovered have received compensation and support and have not complained. However, because the project belongs to the "planning of a new residential area west of Ly Nhan Tong Street, Ninh Phong Ward, Hoa Lu City", land acquisition and land allocation procedures are still stuck.
For 2 other projects under implementation, including the Investment Project to build a new urban area in the North, sub-area IX (in Ninh Nhat commune and Ninh My ward, Hoa Lu city), the project is invested by Kosy Joint Stock Company with a total area of 40.7 hectares, of which, there is an investment in the construction of social housing over 20% of the total residential land area. The project has been implemented since 2020, but only now have 356/403 households with an area of 36.4 hectares been compensated and cleared.
The Yen Binh urban area project, Yen Binh ward, Tam Diep city is invested by The Light Group Joint Stock Company with a total investment capital of over VND 3,346 billion. Currently, the investor has not been decided by the competent State agency to allocate land or lease land in the field to implement the procedures to start construction according to the approved detailed project plan and investment policy.
Proposal to shorten time and land allocation procedures
In order to accelerate the progress of social housing projects and complete the target of 3,100 units assigned by the Central Government under the project "Investment in building at least 1 million social houses in the period of 2021-2030", the People's Committee of Ninh Binh province assigned the Department of Construction to preside and coordinate with the concerned departments, branches and localities to urgently complete and submit the project implementation plan for the period 2024-2025 and 2026-2030.
The People's Committee of Ninh Binh Province has also assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to study and advise the Provincial People's Committee to report to the Government for policies proposals to shorten the time and order of implementing social housing projects to ensure the requirements of land use planning and planning. At the same time, shorten the time and procedures for land allocation (land to implement social housing projects) and support and create conditions for investors to access soon with preferential loans.
Regarding the progress of implementing social housing projects in the area, Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee, also admitted that the investment in the construction of social housing projects in the area has not yet met the requirements.
