Ending extra teaching and learning, returning humanistic values to education
The implementation of Circular 29 has brought many positive effects such as increasing self-study for students and returning a true educational environment. However, the new regulation also has problems, typically the high tuition fees at extra-curricular centers, causing economic pressure for many families. The number of extra-curricular centers has increased rapidly (estimated at 15,000 units), causing difficulties in inspection and supervision.
Leaders of the education sector in Hanoi and Ho Chi Minh City both acknowledge the difficulties in the implementation of Circular 29, especially the lack of sanctions to handle violations and the pressure to ensure safe conditions for extra teaching.
Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that ending the widespread situation of extra teaching and learning is an "orders" to move towards a humane, comprehensive education, in line with the spirit of the new general education program. See more...
12th graders on the track to university
Many 12th graders today do not only rely on the high school graduation exam but also participate in separate exams organized by universities to increase their chances of being admitted. Nguyen Dang Khoa, a 12th grade student in District 1, registered for both the Ho Chi Minh City National University's competency assessment exam and the V-SAT exam of Ho Chi Minh City Banking University due to hesitation between admission wishes. This caused Khoa to review continuously and under great pressure.
Similarly, Nguyen Khanh Vy, a senior student in District 3, set high goals for both the graduation exam and the competency assessment exam, leading to prolonged stress. Vy shared that she often stays up late to study because she worries about not keeping up with her progress. However, Vy still believes that taking an additional exam helps increase the chance of passing the entrance exam to her favorite school.

Improving the quality of teachers to match the characteristics of salaries
The draft Law on Teachers, expected to be submitted to the National Assembly for approval in May 2025, consists of 9 chapters and 45 articles, regulating the profession, rights and obligations of teachers, along with policies on recruitment, salaries and benefits. Notably, teachers' salaries are ranked highest in the administrative career salary system, along with preferential allowances according to the nature of the work and the region.
Many National Assembly deputies and experts expressed their agreement with this policy, but also noted the difficulties in public housing for teachers in remote areas. Delegate Be Minh Duc (Cao Bang delegation) proposed prioritizing the construction of public housing and improving living conditions for teachers in disadvantaged areas.
Delegate Duong Khac Mai (Dak Nong delegation) supported the salary increase but emphasized the need to link high salaries with the quality of the teaching staff, and at the same time suggested that the Government should have a roadmap to recruit, train, and improve the quality of teachers.
