When merging from 10,035 commune-level administrative units to 5,000 units, the regimes and policies for cadres, civil servants, public employees, workers and armed forces have been clearly regulated in Decree 178 and Decree 67.
However, many people are interested in whether more than 400,000 non-professional cadres, when reorganizing the apparatus and being subject to streamlining, will enjoy the same regime and policies as cadres and civil servants.
Part-time cadres at the commune level, in villages and residential groups are those assigned to perform certain tasks and jobs at State agencies and organizations or local governments but are not on the official payroll and do not receive salaries according to the State salary scale system.
Because they are not on the official payroll, many people are worried that they will be the first to be eliminated when merging communes and do not know whether they will receive severance pay or not.
First of all, it must be determined that if there is no capacity, anyone will be streamlined, from cadres, civil servants to non-professional cadres.
Regarding the regime and policies for non-professional cadres who quit their jobs, Clause 2, Article 9 of Decree 29 on staff streamlining stipulates:
For non -specialized people at the commune, in the village, the residential group holds the election titles: Every month before the end of the term is at the end of the term, it is entitled to 1/2 of the monthly allowance. Particularly, the subject at the time of retirement before the end of the arrangement roadmap, the number of months entitled to the allowance is calculated by the number of months before the time of retirement mentioned above;
For non-professional workers at the commune level, in villages and residential groups holding positions other than election, the regime is similar to the above group.
In addition to enjoying the regimes and policies according to regulations, those who quit their jobs also need to be supported with vocational training and job referrals to earn income and cover their living expenses. Another warm and prosperous family is more stability for society.
Minister of Home Affairs Pham Thi Thanh Tra once affirmed: "No one is left behind in the process of streamlining the apparatus".
But "not leaving behind" is not only a matter of supporting those who are subject to quitting or streamlining jobs, but also for talented people, who need to prioritize using and not leaving behind talent.
If we consider the capacity of cadres in a fair and transparent manner, it can be discovered that many cadres are not young, dynamic, and enthusiastic.
