This is implemented according to Clause 2, Article 46 of Decree No. 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation;
Accordingly, 12 groups are considered for the First Class Fatherland Protection Medal.
These are: Military Region 3; Air Defense - Air Force; Department of Military Affairs, General Staff; Department of Politics - Organization, Government Sub-committee; Office of the Ministry of National Defense; Office of the General Staff; Phu Tho Provincial Military Command, Military Region 2; Nghe An Provincial Military Command, Military Region 4,
Ninh Thuan Provincial Military Command, Military Region 5, Navy; Military Hospital 105, General Department of Logistics - Engineering; Factory 340, General Staff, Military Region 5.

According to Clause 2, Article 45 of the Law on Emulation and Commendation 2022, the First Class Fatherland Protection Medal is awarded to a collective of the People's Armed Forces with a clean and strong internal solidarity, party organization, and unity, in good compliance with the Party's guidelines, policies, and laws of the State and meeting one of the following standards:
Achieved outstanding achievements in training, combat readiness, force building, consolidating the national defense and people's security, with a nationwide scope of influence recognized by the Ministry of National Defense or the Ministry of Public Security;
Having been awarded the Second -class "National Protection Medal" and then continuously for 5 years or more to the time of proposal to be recognized to successfully complete the task or achieve the title of "Determined unit of victory", during that time, there were 2 times awarded the "emulation flag of the Government" or once awarded the "emulation flag of the Government" and 2 times were given the emulation flag of the Ministry of Defense, the Ministry of the Ministry of the Ministry or the Ministry of the Ministry of the Ministry, the Ministry of the Ministry, or the Ministry of the Ministry of the Ministry, the Ministry. Being awarded the Certificate of Merit from the Ministry of Defense and the Ministry of Public Security for the collective not subject to the emulation flag.
