On April 6, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired the regular Government meeting in March 2025 and the Online Conference of the Government with localities, discussing many important contents.
In his opening speech, the Prime Minister said that we have passed 1/4 of 2025 in the context of the world situation having many new, complex and unpredictable developments, strategic competition becoming increasingly strong and sensitive.
With the announcement of countervailing tariffs by the US, trade tensions are escalating, which could cause disruptions in global trade and supply chains; countries have had different reactions, stock markets of other countries have declined; strongly affecting growth and stabilizing the global economy.
The Prime Minister stated that in this regard, since the beginning of the year, we have proactively implemented all possible measures. Leaders of the Party, State, leaders of ministries and branches have interacted with the US side and exchanged on all political and diplomatic channels.
Domestically, we have implemented many solutions related to Vietnam - US trade relations, such as continuing to study import and purchase taxes, facilitating foreign enterprises in Vietnam, including US enterprises; solving the legitimate requests of the US side on the basis of harmonious benefits and shared risks.
At the same time, we share with other partners, especially cooperation to promote market diversification, products, and supply chains; placing economic and trade relations with the US in the overall economic and trade relations of Vietnam with other countries, especially countries that have signed free trade agreements with Vietnam and other international treaties.

The Prime Minister stated that the US is Vietnam's largest export market, but not the only one; at the same time, this is also an opportunity to restructure the economy in a fast, sustainable, green, digital direction, based on science and technology, innovation.
At the same time, restructure export markets, restructure and improve the quality of goods to penetrate other potential markets, such as the Middle East, Eastern Europe, Central Asia, Latin America, India, ASEAN, etc.
Immediately after the US announced the countervailing tax policy, on the morning of April 3, the Government met and reported to the Politburo on the overall situation and response solutions, focusing on communication with the US side, and suggesting temporarily not applying countervailing tax for specific negotiations.
On April 5, the Government Standing Committee continued to meet with relevant agencies to implement the conclusion of the Politburo and the phone call between General Secretary To Lam and President Donald Trump.

The head of the Government stated that the GDP growth in the first quarter reached 6.93%, higher than the same period over the past 5 years and higher than the initial growth scenario, though still lower than the new growth scenario. Vietnam's growth of high groups in the region and internationally is a good signal in the current context.
The Prime Minister noted what solutions should be done by each ministry, branch, locality and the whole country to increase GDP growth by 8% or more; reorganize the apparatus, reorganize administrative units, build a two-level local government in the direction of strong streamlining, efficiency, effectiveness, and efficiency, the implementation process must not be left unnoticed; promote the implementation of Resolution 57, Resolution 59 of the Politburo.
There are mechanisms and policies to remove institutional obstacles, reduce administrative procedures, reduce time and compliance costs for people and businesses; tasks that need to be focused on in the fields of culture, society, security, national defense, especially the elimination of temporary and dilapidated houses, and the construction of social housing.
