The Government not only focuses on reforming the business environment but also promotes the development of the digital economy, private economy and manufacturing and processing industry, laying the foundation for sustainable development with a growth target of 8% in 2025 and double digits in the coming years.

Joining hands on the country's growth target

In 2025, there is a special significance, the last year of the socio -economic development plan for the period 2021-2025 and is an important time to strongly implement the reform of the organizational structure, streamlining payroll, preparing for the XIV National Party Congress. This is also a key period to strengthen the important foundations, creating a solid premise for the country to confidently enter the new, sustainable and prosperous development period.

In fact, the Government's determination has been clearly demonstrated. In all fields, sectors and localities, the Government requires accelerating the synchronous implementation of solutions to contribute to the implementation of the national's overall growth target.

For the first time, the Government issued a "monopoly" resolution (Resolution No. 25/NQ-CP dated February 5, 2025) on growth for sectors and localities in the effort to achieve a GDP growth rate of 8% or more in 2025. The Prime Minister has organized 10 working sessions with domestic and foreign enterprises to listen, remove obstacles, and promote growth.

At the Government meeting on promoting economic growth, Politburo member and Prime Minister Pham Minh Chinh said that the Central Government has concluded that the National Assembly has passed a Resolution on the GDP growth target of 2025 of 8% or more, creating momentum for double-digit growth in the next period. This is a very heavy task, requiring the synchronous, drastic and effective participation of the entire political system, business community and people nationwide.

Directing the focus on 3 strategic breakthroughs including perfecting institutions, infrastructure and training high-quality human resources, in the direction of "open institutions, smooth infrastructure, governance and smart human resources", the Prime Minister said that it is necessary to renew traditional growth drivers such as investment, export and consumption; at the same time, promote new growth drivers.

In particular, promoting public investment disbursement, implementing key national projects and works, building financial centers, free trade zones, connecting railway projects, high-speed railways, nuclear power plants, etc. In particular, promoting new growth drivers, especially creating breakthroughs in the development of science, technology, innovation, national digital transformation, creating substantial changes to transform the growth model towards greening, developing the knowledge economy, circular economy, sharing economy, new industries and fields such as semiconductor chips, artificial intelligence, internet of things.

Unblocking, unblocking bottlenecks for the private economy

At the meeting on developing a private economic development project, Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung emphasized the need to use fiscal, monetary and administrative procedures to regulate, adjust and create; minimize the imposition of State intervention orders; ensure fairness and equality between economic sectors and compliance with market economic principles and international commitments.

Taking an example of assigning tasks and placing orders with enterprises in implementing large, national key projects and works, the Deputy Prime Minister emphasized how to create security, create trust, create excitement, help the private economic sector operate and develop healthily and effectively.

The Deputy Prime Minister compared that "unblocking" and unblocking bottlenecks for the private economic sector to open up is like a brick and stone that has long obstructed the water flow and will be lifted to let the water flow "alarm".

National Assembly delegate Pham Trong Nghia (Lang Son delegation) emphasized that in order to develop the private economy, it is necessary to select priority development fields and projects in each stage, in accordance with the ability to mobilize and allocate resources.

The selected enterprises must be enterprises that have or have the potential to implement key projects and fields, capable of leading development trends and creating a positive spillover effect to other industries and enterprises. This spread will promote the spirit of doing business in the private sector, arousing sustainable development momentum for the entire economy.

According to the delegate, it is necessary to issue specific incentive policies for businesses that are placed on orders, such as incentives for access to resources, including capital, land, and labor; tax incentives; and at the same time, simplify administrative procedures to facilitate businesses in the process of implementing projects.
