278 headquarters and service facilities must be handled
On April 7, information from Nghe An Provincial People's Committee said that it had just issued Plan No. 224, directing the handling of 278 offices and public service establishments that are no longer in use, used inefficiently or for the wrong purpose in the whole province. This is a step to rectify the waste of public assets after the merger and streamlining of the apparatus.
The plan is promulgated at the proposal of Nghe An Department of Finance, on the basis of reviewing the status of the use of offices and non -business bases of agencies, organizations and units directly under the province. Through inspection and detection of many offices that were abandoned after merging the commune and the agency; many non -business establishments are not using the right function; Some localities have not implemented the handling plan even though there have been a decision approving in advance.
The Provincial People's Committee requests departments, branches and localities to urgently review and report on the status of use of public assets under their management; clearly identify the reasons for not putting them into use, not implementing the arrangement plan, thereby proposing a handling direction. In particular, it emphasizes the responsibility of relevant organizations and individuals if there is waste and loss of state assets.
Headquarters and real estate facilities are divided into many specific groups to develop appropriate handling plans. The first group includes 12 facilities transferred by central units to the province for management. The Provincial People's Committee assigned Vinh city and related districts such as Que Phong, Tan Ky, Quy Chau, Dien Chau, Yen Thanh... to propose a plan for use and handling assets in accordance with the provisions of the law on land and public assets, and send it to the Department of Finance for appraisal before April 30, 2025.
The second group includes 3 facilities under the management of the Department of Agriculture and Environment. The Department of Agriculture and Environment is assigned to develop an adjustment and rearrangement plan and submit it to the Department of Finance for appraisal before April 20, 2025.
In particular, the third group consists of 190 housing establishments and land under the district management, although there has been a plan but has not been implemented or the plan is not practical. The provincial People's Committee requested districts, towns and cities to review and propose adjustments to the plan in the direction of retaining continuing to use, recover, sell property or change the purpose of use ... The appraisal is completed before June 15, 2025.
The final group of 73 establishments has no solution. Localities must prepare an arrangement plan and send it to the Department of Finance no later than May 15, 2025.
Avoid wasting resources
All options after appraisal will be submitted to the Provincial People's Committee for consideration and issued a specific handling decision. The maximum implementation period for each plan is 3 months from the date of approval.
Based on this plan, Nghe An Provincial People's Committee requests all provincial agencies, organizations, units, unions and local authorities to seriously and on time carry out assigned tasks. Handling abandoned and misused headquarters not only saves the budget but also free up resources, creating opportunities for socio-economic development in localities.
According to Chairman of Nghe An Provincial People's Committee Le Hong Vinh, any acts of lax management, intentional delay or dishonest reporting will be considered for responsibility. The management of public assets, especially land and offices, needs to be implemented in accordance with regulations, publicity, transparency and associated with specific personal responsibility.
