For nearly 5 years, the commune has not been able to handle illegal concrete production facilities

Since 2021, the People's Committee of Gia Vien district has issued many documents directing the People's Committee of Gia Xuan commune to handle and request the concrete production facility of Tan Phu Do Investment and Trading Company Limited to relocate out of the residential area and return the encroached and illegally built area.

However, nearly 5 years have passed, but this facility is still operating secretly, causing great frustration and having to set up tents to block the road to prevent vehicles carrying materials from entering and leaving.

On March 28, the People's Committee of Gia Xuan commune reported on the handling of land violations by Mr. Nguyen Ngoc Ha (in Xuan Hoa village, Gia Xuan commune) - Director of Tan Phu Do Investment and Trading Company Limited. The report signed by Mr. Bui Quang Canh - Chairman of Gia Xuan Commune People's Committee stated: In 2016, Gia Xuan Commune People's Committee signed a land lease contract with Mr. Nguyen Ngoc Ha to build a concrete production facility (area of 1,100m2, rice-growing land managed by Gia Xuan Commune People's Committee) in Xuan Hoa village.

By 2021, the Gia Xuan Commune People's Committee held a conference to liquidate the contract with Mr. Nguyen Ngoc Ha and issued Notice No. 27/TB-UBND dated October 2, 2024 of the Gia Xuan Commune People's Committee on the request to stop operations and relocate the concrete component manufacturing facility on land managed by the Commune People's Committee, but up to now, the concrete component manufacturing facility of Mr. Nguyen Ngoc Ha is still deliberately operating.

On March 21, 2025, the People's Committee of Gia Xuan commune held a conference to deploy a number of tasks related to the handling of land violations by Mr. Nguyen Ngoc Ha and the recommendations of the people of Xuan Hoa village related to Mr. Ha's illegal concrete production facility.

Accordingly, the People's Committee of Gia Xuan Commune has assigned the task of two mobilizing propaganda groups, 1 group to mobilize Mr. Nguyen Ngoc Ha to relocate the concrete production facility elsewhere to return the encroached land area to the CPC to manage and 1 group to mobilize people in Xuan Hoa village not to set up a tent to block the road and send a letter to the level.
