HCMC builds strong sanctions to prevent loss of car parking fees

HCMC - The combination of sanctions to limit inspection of vehicles violating and the application of smart technology is expected to help prevent loss of car parking fees.

Ho Chi Minh City faces many difficulties in collecting fees for parking cars on the road. Many drivers, even though they park their vehicles in the right place, deliberately do not pay the fee, causing losses to the budget.

From December 2020 to October 2024, Ho Chi Minh City will collect hourly parking fees for over 20 routes, with total revenue reaching VND 22.04 billion. However, operating costs amounted to VND24.32 billion, leading to a loss of more than VND2.28 billion.

In the document just sent to the Ministry of Construction and the Vietnam Road Administration, the Ho Chi Minh City Department of Transport proposed adding sanctions, including limiting vehicle inspection for vehicles that do not fulfill their fee payment obligations.

Previously, the Ho Chi Minh City Department of Transport also drafted a process for handling violations.

According to the draft, acts such as not registering to pay fees, parking vehicles beyond the registration period, declaring the wrong type of vehicle, correct fees or registering the wrong parking code are all identified as administrative violations and will be strictly handled.

The proposed processing process consists of four steps. First, when detecting the violating vehicle, the authorities will directly put a reminder ticket on the vehicle.

Within three days, if the vehicle owner fails to fulfill his fee payment obligations, the information of the violation will be made public on mass media, and the authorities will coordinate with the Ward People's Committee to prepare a record for administrative sanctions according to regulations.

In case the violator still fails to comply with the fine payment within 15 to 30 days, the fee collection management unit will send a written notice to the Vietnam Register, proposing to apply warning measures and refuse to register the vehicle until the vehicle owner fulfills financial obligations.

A representative of Thanh Tien Volong Public Service Company Limited - the unit in charge of fee collection - said that although the revenue in March 2025 reached more than 936 million VND (up 38.27% over the same period last year), the fee collection work still faced many obstacles.

The situation of cars parked too long and only registered for 1-2 hours through the app makes the toll collection ineffective.

MyParking software - currently used for fee collection - still has many errors in the payment process, causing inconvenience to users.

To overcome the above shortcomings, Youth Volunteer Public Service Company Limited has piloted automatic fee collection using RFID technology via ETC card on 3 streets: Hai Ba Trung, Le Lai (District 1) and Pham Huu Chi (District 5).

According to the process, after instructing the vehicle into the box, the staff will ask the expected parking time, then use the ETC card barcode scanning device to paste on the car glass to determine the fee. Immediately, the receipt will display full information including: date, time, license plate, parking time and corresponding fee.

After 3 months (from January to March 2025), revenue from this form reached more than 1.36 billion VND.

It is expected that from April 15, the company will expand the RFID toll collection pilot to the remaining 17 routes.
