Dabaco Park View invested by Dabaco Group Joint Stock Company (Dbaco Group) is an apartment project in the high-end segment, with 458 apartments, put into operation and use since September 2022.
This project is located on Huyen Quang Street, Vo Cuong Ward, Bac Ninh City, Bac Ninh Province.
Recently, according to the conclusion issued by the Government Inspectorate, the above project used land for the wrong purpose, not according to the approval of the Prime Minister.
According to the Inspection conclusion, the above project was approved for investment in Decision No. 87/QD-UBND dated February 9, 2018 of the People's Committee of Bac Ninh province, with a total investment of 678 billion VND.
The Department of Construction Management (Ministry of Construction) appraised the basic design of the project with a scale of 1 basement, 30 floors and 1 elevator.
According to the Bac Ninh Urban Master Plan approved by the Prime Minister, the location of the land is public land but the People's Committee of Bac Ninh province approved it as commercial, service, office and apartment land for sale. This is not in accordance with the provisions of the Law on Urban Planning.
The Government Inspectorate requested the Ministry of Construction and the People's Committee of Bac Ninh province to review and clarify the responsibilities of relevant groups and individuals in allowing the above violation to occur.
At the same time, review the planning to handle projects using land use purposes incorrectly compared to the general planning approved by the Prime Minister.
The Government Inspectorate also requires that during the inspection process, if signs of criminal violations are detected, the authorities must transfer the case file to the investigation agency for handling according to the law.
Dabaco Group was established in 1996, formerly Ha Bac Agricultural Products Company, a large and long-standing livestock enterprise in the North.
Currently, Dabaco is in the top 10 largest animal feed manufacturing enterprises in the country. This group also invests in building infrastructure for industrial parks, urban areas and real estate business.
The Chairman of Dabaco Group is Mr. Nguyen Nhu So. Mr. Nguyen Nhu So is currently a member of the 15th National Assembly, belonging to the National Assembly delegation of Bac Ninh province.
In September 2024, the Inspectorate of Bac Ninh province also issued a conclusion on the inspection of compliance with policies and laws for the Dabaco Lac Ve Housing Construction Investment Project, in Lac Ve commune, Tien Du district (Bac Ninh province). Thereby, some shortcomings and problems in investment, construction, housing, land, construction order, real estate business, and financial obligations to the state were discovered.
In June 2024, Dabaco Group was also inspected and recorded as an administrative violation of "Putting the construction part, construction items, and construction works into use before acceptance" at the Dabaco Khac Niem social housing project (Bac Ninh City).
